Adopt the following resolutions: (1) A resolution of the City Council of the City of Brea certifying the Final Environmental Impact Report for the Madrona Project consisting of Vesting Tentative Tract Map No. VTTM 15956 and Development Review No. DR08-01, and adopting findings pursuant to the California Environmental Quality Act; and (2) A resolution of the City Council of the City of Brea adopting a Statement of Overriding Considerations and Mitigation and Monitoring Program, approving Vesting Tentative Tract Map No. VTTM 15956 subject to conditions, and approving Development Review No. DR 08-01 subject to conditions. Adoption of said resolutions (a) will certify EIR No. 02-01 for the proposed Madrona Project (formerly Canyon Crest) to subdivide a 367.5 acre site into 162 (formerly 165) lots for single-family homes with related development features, including findings of significant unavoidable adverse environmental impacts and a statement of overriding considerations; (b) will approve Tentative Tract Map No. TT 15956 and Development Review (CCSP) No. DR 08-01, subject to conditions of approval; and (c) will deny the pending appeal of the Planning Commission’s approval of the project
