19. AB 361 Findings for Special Brown Act Requirements for Teleconference Meetings - Make the following findings: (1) the City Council has reconsidered the circumstances of the COVID-19 state of emergency; and (2) the COVID-19 state of emergency continues to directly impact the ability of the members of the City’s legislative bodies (including commissions and committees) to meet safely in person.
20. Annual Engineer's Report for Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7 - Receive and approve the Annual Engineer's Report for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7 and adopt the Resolutions Nos. 2022-22-28 to set a Public Hearing for each District on June 7, 2022, at 7:00 p.m. There is no fiscal impact to the General Fund.
21. Adopt Resolution Authorizing Submission of Application to OCTA for Competitive M2 Funding under the Comprehensive Transportation Funding Program - Adopt Resolution No. 2022-029 approving the submittal of an application to the Orange County Transportation Authority (OCTA) for funding under the competitive M2 Regional Capacity Program (RCP). There is no cost at this time. The City will be required to provide local matching funds of $593,850 for this project application if it is approved for funding under the RCP. If approved, OCTA will award $476,150 for the SR-90 at SR-57 Southbound On-Ramp Project. The matching funds can be programmed for Fiscal Year 2022-23 and will come from Traffic Impact Fees.
22. Amendment No. 2 to Software as a Service Agreement with Accela, Inc. in an amount not-to-exceed $14,181 - Approve Amendment No.2 to the Software as a Service Agreement (SaaS) with Accela, Inc, an electronic permitting software, to increase the number of licensed users; Authorize the City Manager to issue up to three one-year extensions per the contract rates stated in the SaaS; and Authorize the City Manager to adjust the number of users as needed based on the rate detailed in the SaaS and adjust the contract amount accordingly in an amount not-to-exceed $14,181. There are sufficient funds in the Department's General Fund (101) budget for FY 2021-2022. The ongoing costs of $26,340 will be programmed in the FY 2022-23 Budget.
